Gregory C. Newell, PE

Since founding Nave Newell in 1992, Greg’s philosophy has remained; strive for the extraordinary as both a standard in design and service to clients.  His passions reside in creating and maintaining relationships, setting the strategic direction of the firm, and overseeing significant projects.  With 30 years in the land development industry, Greg has a passion for expediting approvals to allow the construction of projects that have an immense, positive impact on the community.  

In the building industry, Greg is incredibly well-known for his deep knowledge of complex permitting and regulatory requirements with both state and local agencies. He has made a personal commitment to take into account the goals of the DEP while also maintaining economic sense for developers.  

Greg actively participates on the Legislative Action Committee and Stormwater Subcommittee for the Home Builders Association of Chester & Delaware Counties, and is the Vice Chair of the PBA Stormwater Special Committee. In 2015, he was awarded the prestigious Hammers & Gavels Award for his impact on the construction industry and his service to the Pennsylvania Builders Association (PBA).  This is one of the association's highest awards representing statewide legislative advocacy efforts on behalf of the residential construction industry. 

Greg is also an active member of the Chester County Economic Development Council participating on their SEEDCO Committee, AgConnect Partnership and newly created VISTA 2025 Goal 5 Team.  Outside the industry, Greg is a member of Vistage, G3 Networking of Chester County, Pennsylvania Horse Breeders Association and the Hope Partnership Facilities Committee. In 2011, Greg honorably accepted membership to the Devereux Pennsylvania Advisory Board.  For many years he has and continues to serve on the Devereux Golf Committee to oversee all aspects of the annual charity event.  


Paul E. Lepard, Jr., RLA, PP

Paul is a registered landscape architect in Pennsylvania and a professional planner in New Jersey with 27 years of experience in land planning, landscape architecture, zoning, expert testimony and land development approvals.

Joining the firm in 1998 in the role of project manager, Paul quickly earned the title of director of land planning and landscape architecture services, a department he cultivated to provide value added service to Nave Newell’s clients.

Currently, Paul serves as principal for Nave Newell closely managing the firm's land planning and landscape architecture services, providing oversight on development projects and utilizing his intimate knowledge of the local land development process to ensure our clients’ success and provide them with the most value for their money.


Timothy J. Brennan, PE

Tim is a principal of the firm and a professional engineer with over 25 years of civil engineering and management experience, specializing in design for multi-sector clients including developers, non-profits, design-build firms, construction managers and transit authorities. He has developed an expertise working closely with some of the firm’s largest institutional clients implementing on-call site improvements and long term campus master plans.

Over the last 10 years, Tim has successfully taken on a business development role for Nave Newell, building relationships and effectively communicating Nave Newell’s commitment to providing extraordinary standards in both design and service. He has helped grow the firm’s network of clientele both in traditional markets and new, expanding markets.

Tim is a member of the Chester County Commercial–Industrial Investment Council and frequently attends meetings with the Urban Land Institute, General Building Contractors Association, International Council of Shopping Center, Montgomery County Commercial Real Estate, King of Prussia Business Improvement District and the Homebuilders Association to remain at the forefront of market trends and regulatory changes.  


Keith J. Marshall, PE

Keith is professional engineer with 14 years of civil engineering and management experience, specializing in the land development process, including obtaining state and municipal approvals for projects, plan set development, stormwater management, site/lot grading, utility profiling and PennDOT, PADEP  and Conservation District permitting.  He is a graduate of Drexel University and started his career at Nave Newell as an intern.  As the Director of Civil Engineering, Keith shares his knowledge and experience with younger staff and works closely with the project managers to ensure proper resources are available and all deadlines are met.

Keith is currently leading the land development of the 170,000 sf connector expansion at the King of Prussia Mall for Simon Property Group.  Prior to that he managed the $150 million redevelopment of the Valley Forge Casino Resort. Keith is an active participant in the Chester County Engineers and Home Builders Association of Chester & Delaware Counties.   

He is also a member of the Pennsylvania Society of Professional Engineers.


Jason N. Bertzos, PLS

Jason joined Nave Newell in 2015 and brings a great resume of diversified projects and management skills along with 15 years of experience. He is a registered professional land surveyor in Pennsylvania and has worked for several nationally recognized engineering firms.

Introduced to land surveying in his early 20’s, Jason was instantly attracted to the profession recognizing the diversity of elements that are involved in a daily routine.  He enjoys collaborating with different professional disciplines and being a liaison between the survey department and the client to ensure their expectations are met. Whether analyzing a chain of title, overseeing field crews or helping construct some of the largest structures in the world, Jason has a passion for the survey profession. 

At Nave Newell, Jason will combine this passion with his experience to provide exceptional leadership and quality assurance to his team and clients.  The combination of his expert surveying skills, intimate understanding of the land development process and management experience allow him to lead his team to produce accurate, cost-effective surveys in a timely manner. Jason’s experience and the department's full land surveying capabilities give Nave Newell the advantage of recommending the best, most cost efficient survey approaches for projects.

He is also a member of the Pennsylvania Society of Professional Land Surveyors.
