Gregory C. Newell, PE
Since founding Nave Newell in 1992, Greg’s philosophy has remained; strive for the extraordinary as both a standard in design and service to clients. His passions reside in creating and maintaining relationships and setting the strategic direction of the firm, while staying informed on company projects - both big and small. During his 30 years in the land development industry, Greg has been dedicated to expediting the approval process for clients to allow for the construction of projects that have a positive impact on the community.
In the building industry, Greg is incredibly well-known for his deep knowledge of complex permitting and regulatory requirements with both state and local agencies. He has made a personal commitment to take into account the goals of the DEP while also maintaining economic sense for developers.
Greg is a Board Member for the Home Builders Association of Chester & Delaware Counties and actively participates on their Industry Action Committee and Stormwater Subcommittee, and is Vice Chair of the Pennsylvania Builders Association (PBA) Chapter 102 & Stormwater Management Special Committee. In 2015, he was awarded the prestigious Hammers & Gavels Award for his impact on the construction industry and his service to the PBA. This is one of the association's highest awards representing statewide legislative advocacy efforts on behalf of the residential construction industry.
Greg is also a Board Member for the Chester County Economic Development Council participating on their SEEDCO Committee, AgConnect Partnership and VISTA 2025 Team. Outside the industry, Greg is a thoroughbred racing horse owner and Vice President Equestrian of the Pennsylvania Horse Breeders Association. He is also a member of Vistage International, the Devereux Pennsylvania Advisory Board, G3 Networking of Chester County and the Hope Partnership Facilities Committee.

Paul E. Lepard, Jr., RLA, PP
Paul is a principal and director of Nave Newell's land planning and landscape architecture departments.
He is a registered landscape architect in Pennsylvania and a professional planner in New Jersey with over 27 years of experience in planning, zoning, expert testimony, landscape design and approvals. Paul formed his department, which he has grown to include five talented design professionals. They collaborate closely with our engineers to offer creative solutions for planning and landscape architecture.
He works closely with clients to develop feasibility sketches and master plans to meet their current and future needs. His expertise in site feasibility analysis includes wetland delineation,
community impact analysis, zoning and subdivision/land development ordinance
review/interpretation/preparation, site/lot layout, vehicle circulation design
and landscape planning and design.
Paul is a member of the Home Builders Association of Bucks & Montgomery Counties and the American Planning Association.
Timothy J. Brennan, PE
Tim is a principal and a professional engineer with over 25 years of civil engineering and management experience, specializing in design for multi-sector clients including developers, non-profits, design-build firms, construction managers and transit authorities.
Tim’s ability to expertly manage relationships with both new and existing clients over the last 12 years has been evident in the firm’s long-term client base and growth. He has helped grow the firm’s network of clientele both in traditional markets and new, expanding markets. He has also developed an expertise working closely with some of the firm’s largest institutional clients implementing on-call site improvements and long term campus master plans.
Tim is a member of the Chester County Commercial–Industrial Investment Council and frequently attends meetings with the Urban Land Institute, General Building Contractors Association, International Council of Shopping Center, Montgomery County Commercial Real Estate, King of Prussia Business Improvement District and the Homebuilders Association to remain at the forefront of market trends and regulatory changes.
Keith J. Marshall, PE
Keith is a principal and director of Nave Newell's civil engineering department.
He is a professional engineer with 16 years of civil engineering and management experience, specializing in the land development process. His expertise includes obtaining state and municipal approvals for projects, plan set development, stormwater management, site/lot grading, utility profiling and PennDOT, PADEP and Conservation District permitting.
Keith is a graduate of Drexel University and started his career at Nave Newell as an intern. As the director of civil engineering, he shares his knowledge and experience with younger staff and works closely with the project managers to ensure proper resources are available and all deadlines are met. He recently led the $150 million expansion at the King of Prussia Mall for Simon Property Group.
Keith is an active participant in the Chester County Engineers, Home Builders Association of Chester & Delaware Counties and recently joined the newly created Route 724 Regional Initiative Committee which is led by the Chester County Economic Development Council. He is also a member of the Pennsylvania Society of Professional Engineers.
Nicholas P. Rakowski, PE
Nick is a principal of the firm and a professional engineer with 15 years of civil engineering and management experience, specializing in the land development process. His expertise includes obtaining state and municipal approvals for projects, plan set development, stormwater management, site/lot grading, utility profiling and PennDOT, PADEP and Conservation District permitting.
Nick is a graduate of Villanova University and has spent 13 years of his career at Nave Newell overseeing some of the firm’s most challenging land development projects, including the conservation of Natural Land's Bryn Coed Farms, the new Saint-Gobain/CertainTEED North American Headquarters and the Great Valley Corporate Center Redevelopment projects.
He is a proven leader and mentor and is currently developing Nave Newell University - a training program that compliments the firm's culture of continuous improvement.
